Subcontracting Opportunities: WSDOT Roadway Toll Systems (RTS) Modernization Programs

Kapsch TrafficCom USA, Inc. is seeking qualified small, veteran-owned, minority-owned, women-owned, and other diverse businesses to support our response to the Washington State Department of Transportation (WSDOT) Roadway Toll Systems (RTS) Modernization Programs Request for Proposals (RFP-2026-0911), which covers the design, development, implementation, operations, and maintenance of RTS in Washington State.

We believe strong projects are built by strong local teams. As we prepare our proposal, we want to hear from Washington firms that can help us deliver modern, reliable tolling for the state's drivers.

Anticipated subcontracting opportunities

  • Electrical services: licensed electrical work supporting roadside toll equipment, power, and communications
  • Audit and compliance support: independent review, testing support, and compliance documentation
  • Other specialized field and professional services: additional scopes may be added as the project is defined

Scopes, quantities, and timing are preliminary and depend on the final contract award.

Anticipated schedule

  • Expressions of interest due: 05 November, 2026
  • Statements of work sent to aligned firms: [Within 3 days of initial contact}
  • Subcontractor pricing due to Kapsch: [Within 5 days or receipt of statement of work]

Dates may shift with the WSDOT procurement schedule.

We especially encourage responses from:

  • Minority-, women-, and combination-owned businesses certified by the Washington State Office of Minority and Women's Business Enterprises (OMWBE)
  • Veteran-owned businesses certified through the Washington State Department of Veterans Affairs (WDVA)
  • Washington small businesses, including mini- and microbusinesses registered in Washington's Electronic Business Solution (WEBS)
