Kapsch TrafficCom wins first-of-its-kind satellite tolling project in Lithuania

- World’s first public tender for satellite tolling via smartphone app
- End-to-end system by Kapsch TrafficCom to cover 2,851 km of roads
- System is expected to go live in early 2027
Vienna, Austria, February 9, 2026 – Kapsch TrafficCom is proud to announce that it will deliver and operate an end-to-end truck tolling system for Via Lietuva, the roadway institution of Lithuania.
Awarded in February, the company will deliver the satellite tolling system within the next eight months and manage technical operations for five years. The tolling scheme (titled e-tolling in Lithuania), which covers 2,851 km of roads, will toll all regular vehicles with a weight of more than 3.5 tons. The project value amounts to EUR 13.4 million (excluding VAT).
The public tender for this project is the first of its kind globally that envisioned toll processing via a dedicated smartphone app. As part of the project, Kapsch TrafficCom will deliver a satellite-based solution that will toll users based on the actual distance driven on the road network, as opposed to the previously-used vignette system.
Juras Taminskas, Minister of Transport and Communications of Lithuania says: “The signing of this agreement marks a turning point: after five years of stagnation, the e-tolling project is finally being implemented. Lithuania becomes the first Baltic country to introduce e-tolling. We are applying the right principle: those who drive and pollute more contribute more to the maintenance of roads. At the same time, it is also a technological breakthrough: e-tolling will contribute to the safety and intelligence of Lithuania's roads. .
Carolin Treichl, EVP EMEA at Kapsch TrafficCom, adds: “We will deliver a complete user experience with our toll app – a true one-stop shop. From the GDPR-compliant handling of location data to displaying toll amounts, payment processes and previous trips, this is a milestone for our industry.”
Users will be able to pay their tolls via Google Pay, Apple Pay, credit and debit cards and fuel cards, providing them with a variety of payment options. The system will also include the option to purchase route passes, allowing users who have to use the Lithuanian road network on short notice to also pay accurate tolls. All data and transactions will be handled and processed in compliance with the latest security standards and data protection regulations.
The system is based on satellite technology by Kapsch TrafficCom, which matches the location data sent by smartphones with a map of the Lithuanian road network, calculates accurate road tolls, and sends them back to the Kapsch-developed app which handles the payment process. All data is stored and processed on-premise in Lithuanian government-owned data centres, giving the authority full control over the toll information.
Michael Weber, Head of Sales EMEA at Kapsch TrafficCom, explains further: “We do not have to rely on any roadside infrastructure, which means that the development and the delivery and operation of the system is more efficient than other toll methods. Our system is also able to integrate data from EETS providers and track & trace devices, giving users the freedom to bring their own devices in addition to the smartphone app developed by us.”
With delivery starting in February of 2026, the tolling system is expected to go live in early 2027 and will be operated by Kapsch TrafficCom for five years, with optional extensions. As part of the contract, the Lithuanian authorities have opted for a solution-as-a-service approach, allowing them more flexibility and independence instead of expensive infrastructure-based tolling schemes.

By signing this contract, we are entering a new phase in road network management and taking a leadership in the Baltic region. The e-tolling system will enable transparent and fair charging of heavy vehicles on national tolled roads, ensure stable funding for the Lithuiania’s Road Fund, and help create a more efficient transport network”.
