Kapsch TrafficCom Secures Five-Year Contract for Bulgarian Tolling System Maintenance and Operation

- Five years duration, EUR 50 million contract volume
- System will be made ready for CO2 emission classes
- Section speed control also successfully implemented
Vienna, Austria, January 14, 2026 – Kapsch TrafficCom has won a new contract for the maintenance and operation of Bulgaria’s nationwide tolling and e-vignette system. The contract was awarded by the Bulgarian Road Infrastructure Authority (RIA) following a competitive tender process.
The agreement spans five years and is valued at EUR 50 million, with additional change requests expected over time. Under the contract, Kapsch TrafficCom will ensure the smooth operation and modernization of the Bulgarian tolling infrastructure, including updates to data centers, software platforms, and roadside systems.

As Bulgaria was included in the Eurozone with January 1st, 2026, Kapsch TrafficCom has already implemented necessary system adjustments to accommodate this transition. Furthermore, the company is actively preparing the tolling system for the introduction of the CO₂ emission classes, a key EU-wide initiative that enables differentiated toll rates based on vehicle emission categories.
In addition to tolling operations, Kapsch TrafficCom continues to manage the section speed control system recently introduced on Bulgarian roads, enhancing road safety and compliance while relying on existing tolling infrastructure.
The Bulgarian tolling system
Kapsch TrafficCom built and implemented the current passenger vehicle e-vignette system and the satellite-based truck toll system in Bulgaria. Launched in 2019 in partnership with RIA, this project transitioned the country’s tolling system from time-based vignettes to a distance-based model for heavy goods vehicles (HGV) using cutting-edge satellite tolling technology. The system covers over 16,000 kilometers of roads, managing electronic tolls for trucks and e-vignettes for passenger vehicles. By 2020, GNSS tolling for all HGVs was introduced, generating a 10% revenue increase from e-vignettes and additional gains from enhanced enforcement measures.
