Kapsch TrafficCom integrates traffic management and urban safety in Farroupilha, Brazil

Period: Since 2019
Client:

Municipality of Farroupilha, Rio Grande do Sul

Location:

Farroupilha, Rio Grande do Sul, Brazil

Solution:

EcoTrafix platform incorporating electronic fencing

The challenge: Integrating traffic management and urban safety

Farroupilha is a major city in the state of Rio Grande do Sul, in the far south of Brazil, with a population of approximately 72,000. The city was seeking to modernise its urban mobility management through an integrated approach to tackle two key challenges: urban traffic management and public safety.

The challenge was to move away from an operation based on isolated systems and establish a common framework for managing various components, such as traffic light control, monitoring, electronic perimeter security, the Police and the Military Brigade. The solution also had to contribute to the operational continuity of the equipment installed in the municipality.

The solution: An integrated platform for mobility and security

Our EcoTrafiX platform was implemented as the technological backbone of the solution, connecting the Operational Control Centre with the traffic light control and electronic perimeter systems, whilst also integrating the Police and the Military Brigade.

The electronic perimeter adds a security dimension to the solution through monitoring and number plate recognition capabilities that support public safety activities in the municipality.

The architecture integrates urban traffic controllers, CCTV cameras, mobile variable message signs (VMS), OCR equipment and electronic enforcement systems. This integration enables the management of information and devices related to traffic and security from a single operational environment.

Scope

  • Implementation of an Operational Control Centre using the EcoTrafiX platform and integration with the Police and the Military Brigade
  • Modernisation and integration of traffic control units
  • Integration of CCTV cameras, automatic number plate recognition equipment and an electronic perimeter system
  • Supply of uninterruptible power supply systems for junctions
  • Supply of mobile variable message signs (VMS)
  • Maintenance and expansion of the infrastructure supporting cameras and traffic lights
  • Integrated road management

Mobility and security managed from a single platform.

  • Traffic light control

Controllers connected to coordinate urban traffic.

  • Smart monitoring

CCTV cameras and automatic number plate recognition.

  • Centralised operation

Joint monitoring from the Operational Control Centre.

Innovation

The innovation lies in integrating traffic management with monitoring and urban security components within a common technological architecture to form an electronic perimeter system that is delivering tangible results for the city.

Rather than managing traffic lights, cameras, OCR equipment and monitoring systems separately, the solution enables these resources to be incorporated into a broader mobility management framework.

Impact

Greater safety
Farroupilha’s electronic perimeter has helped to establish the city as one of the safest in the state, with crime rates in 2025 at their lowest since 2010.

Enhanced detection and response capabilities
The combined availability of traffic and security information enables incidents to be identified and supports a more coordinated response from operators.

Continuity of connected urban systems
Maintenance of the communications infrastructure expands the capacity to support cameras and traffic lights and contributes to the operational continuity of the systems.
