Managing over one million annual truck toll transactions in Ras Al Khaimah

An end-to-end MLFF system supporting faster goods movement and smoother traffic flow

Client:

Public Services Department of Ras Al Khaimah

Scope:

End-to-end free-flow truck tolling across four sites, including operation and maintenance through 2029

Solution:

Roadside gantries, RFID, ANPR, vehicle classification, back-office software and API integration

Modernizing truck tolling without barriers

In 2018, Kapsch TrafficCom was awarded a contract where the end customer was the Public Services Department of Ras Al Khaimah (PSD) to implement a new end-to-end truck tolling system. This initiative aimed to modernize and streamline tolling operations, contributing to faster goods delivery and reduced congestion on the highways.  Kapsch TrafficCom implemented an end-to-end truck tolling system for the Public Services Department of Ras Al Khaimah, replacing traditional toll booths with modern free-flow technology. Following the successful deployment in 2024, Kapsch was awarded a five-year operation and maintenance contract that extends support through 2029.

 Key achievements

4 tolling sites
operated in Ras Al Khaimah

~1M
transactions processed annually

10-15%
increase in passages processed since Kapsch assumed operations and maintenance

Year 2029
continued system support under the operation and maintenance contract

The Challenges

  • Environmental Conditions: Designing a system robust enough to withstand extreme weather conditions like heat and sandstorms.
  • Delivered complex business model catering to the client’s system expectations.

Project scope

  • Operate the end-to-end truck tolling system across four sites in Ras Al Khaimah and provide long-term maintenance and support through 2029.
  • Process approximately one million tolling transactions annually and support growing freight traffic volumes.
  • Combine roadside gantries, RFID, automatic number plate recognition cameras, vehicle classification and back-office software to identify vehicles and process transactions automatically.
  • Provide free-flow ready operation so trucks can pass toll collection points without stopping or slowing down.
  • Provide the interface and API capabilities required to integrate third-party applications with the Kapsch tolling system.
  • Maintain reliable operation in temperatures exceeding 40 degrees Celsius and challenging desert conditions, including frequent sandstorms.

The Solution

  • Identify : Roadside gantries, RFID and ANPR cameras identify passing trucks automatically in a free-flow environment.
  • Classify: Vehicle detection and classification technologies determine the relevant tolling class without interrupting traffic.
  • Process: Back-office software validates and processes toll transactions automatically while trucks continue their journeys.
  • Integrate: Dedicated interfaces and APIs enable third-party applications to connect with the Kapsch tolling system, for road users to manage journeys and payments conveniently.

Impact

  • Efficient freight transportation

Trucks can travel through toll collection points without stopping or slowing down, supporting better traffic flow and faster movement of goods.

  • Greater operational efficiency

Automated toll collection and validation contribute to more efficient operations; passages processed increased by 10 to 15 percent after Kapsch assumed operations and maintenance.

  • Reliable long-term performance

A five-year operation and maintenance contract ensures continued support through 2029, including performance in extreme heat and desert conditions.
