Integrated Mobility Management in Buenos Aires with Kapsch’s EcoTrafiX™ platform

Client

City of Buenos Aires

Scope

Deployment, testing, training, commissioning, integration, maintenance and proof of concept

Solution

Kapsch’s EcoTrafiX™ platform

The challenge

Until 2016, Buenos Aires operated a complex traffic management environment built on diverse and disconnected technologies. Different government agencies managed mobility independently, limiting coordination and making citywide planning more difficult.

The city consisted of nine Traffic Control Areas operated by five different contractors. In addition, four independent Area Control Centers relied on different urban traffic control systems, technologies, and communication protocols.

The project addressed four key challenges:

  • Integrating fragmented traffic management environments into a single mobility operations platform.
  • Providing a real-time, citywide view of traffic conditions.
  • Shifting from schedule-based traffic management to a coordinated, proactive approach to incidents and events.
  • Integrating heterogeneous systems while protecting existing investments and enabling future upgrades.

The solution

Buenos Aires developed a strategic plan to integrate its area control centers into a single Integrated Mobility Management System (SGIM), and selected Kapsch's EcoTrafiX™ platform as the foundation.

Acting as an umbrella platform, EcoTrafiX™ operates above existing systems, allowing the city to preserve current infrastructure while bringing together data, operations, and decision-making across the entire mobility network.

By consolidating information from multiple sources, the platform enables authorities to generate high-quality mobility intelligence, improve operational efficiency, and make better-informed decisions in real time.

The solution delivers:

  • Citywide mobility supervision through a modern integrated control center.
  • Unified operation of ITS systems, including existing traffic control environments.
  • A multimodal information hub for incident and event management.
  • Improved coordination among government agencies, operators, and stakeholders.
  • Centralized mobility information for citizens and third parties.

Key figures

  • 9 traffic control zones.
  • 4,000 junctions
  • 23,600 traffic lights

Innovation

EcoTrafiX incorporates advanced Vehicle-to-Everything (V2X) capabilities, enabling secure and efficient communication between road infrastructure, vehicles, and traffic management centers.

Building on these capabilities, Buenos Aires is evaluating new mobility applications through a series of innovative proof-of-concept initiatives designed to prepare the city for future connected, automated, and data-driven mobility environments:

  • The first V2X (Vehicle-to-Everything) proof of concept carried out in a real urban environment in Latin America, enabling real-time communication between vehicles and road infrastructure.
  • Use cases such as bus signal priority, incident alerts, roadwork notifications, stopped-vehicle warnings, and hazardous road condition alerts.
  • Intelligent pedestrian detection using specialized cameras connected to Kapsch traffic controllers, automatically generating pedestrian crossing requests and enhancing road safety.

These initiatives position Buenos Aires as a regional benchmark for urban mobility innovation and demonstrate EcoTrafiX's ability to evolve from a traffic management platform into a foundation for connected, cooperative, and intelligent mobility services.

Impact

The deployment of EcoTrafiX as the city's umbrella mobility platform transformed mobility management from an isolated, reactive approach into a collaborative and proactive model designed for the future.

The system provides authorities with a comprehensive view of traffic conditions and a shared operational framework for coordinated mobility management across the city.

Key benefits include:

  • Improved coordination among Traffic stakeholders.
  • Support for multimodal transportation management.
  • More efficient congestion, event, and incident management.
  • A modern integrated control center.
  • A scalable platform ready to support future smart mobility initiatives.
