Integrated Mobility Management for Buenos Aires

  • Client

    City of Buenos Aires

  • Scope

Deployment, testing, training, commissioning, integration, maintenance, and proof-of-concept projects.

  • Solution

    Kapsch EcoTrafiX platform

The Challenge

Until 2016, Buenos Aires operated a complex traffic management ecosystem based on diverse and disconnected technologies. Different agencies managed mobility independently, limiting coordination and efficient planning. The city had nine traffic control areas managed by five contractors and four independent area control centers using different systems, technologies, and communication protocols.

Key challenges included integrating fragmented traffic management environments into a single mobility operations center, creating a citywide real-time traffic overview, moving from schedule-based traffic management to proactive incident management, and integrating heterogeneous systems while preserving existing investments.

The Solution

Buenos Aires implemented a strategic plan to integrate area control centers into a single Integrated Mobility Management System and selected the Kapsch EcoTrafiX platform as the umbrella integration platform. The solution consolidated information from multiple sources, integrated existing technologies, and created high-quality mobility intelligence for decision-making. It also supports future modernization and gradual replacement of legacy systems.

The solution provides global mobility monitoring, integrated ITS operations, a multimodal information hub for incidents and events, coordination among stakeholders, and centralized information distribution.

  • 9 traffic control zones.
  • 4,000 intersections.
  • 23,600 vehicle traffic signals.

The Innovation

EcoTrafiX includes advanced Connected Vehicle (V2X) capabilities, enabling secure real-time communication between infrastructure, vehicles, and management centers. Buenos Aires has conducted the first urban V2X proof of concept in Latin America and evaluated applications such as bus priority, incident alerts, roadworks warnings, disabled vehicle notifications, dangerous-condition alerts, and intelligent pedestrian detection through specialized cameras connected to Kapsch signal controllers. These initiatives position Buenos Aires as a regional benchmark for smart mobility innovation.

The Impact

EcoTrafiX transformed mobility management from a reactive and isolated approach into a collaborative and proactive model. Benefits include stronger stakeholder coordination, support for multimodal transportation management, more efficient congestion and incident handling, a modern integrated control center, and a scalable platform for future smart mobility initiatives.
