Outgrowing a time-based system

Challenge
Bulgaria’s road system operated under a time-based vignette model, which limited revenue potential and efficiency. With rising heavy goods vehicle (HGV) traffic, there was a growing need to shift to a fairer, distance-based tolling system. 

Collaborative solution, delivered with speed and precision​

Solution
Kapsch TrafficCom worked closely with the client across all project stages, from kickoff and requirements analysis to testing, training, and acceptance. The special consulting team supervised the kickoff and led acceptance tests for the Authority. Kapsch TrafficCom completed system acceptance and launched operations two months ahead of schedule. Key areas included:​

  • GNSS tolling for HGVs over 3.5 tons, shifting from time- to distance-based charging.​
  • Training for over 500 Authority employees across phases.​
  • Seven working groups: infrastructure, data centers, enforcement, payments, legal, project management, testing.​
  • Certified ISO 9001/2008 processes with 24/7 maintenance and support.​
  • Compatibility with national providers and EETS.

In Bulgaria, our satellite tolling system covers over 16,000 kilometers of road. This project highlights the capabilities of our GNSS technology in creating flexible, scalable, and future-proof systems for road finance across Europe and beyond.
