Project Manager – Transportation Management Center (TMC)

We are seeking an experienced Project Manager to lead and oversee Transportation Management Center (TMC) operations across four locations in New York: Binghamton, Utica, Rochester, and Hornell. This role is responsible for the overall management, administration, and successful delivery of TMC services, including personnel leadership, client coordination, financial oversight, and operational excellence.

The Project Manager serves as the primary point of contact for the client, subcontractors, and internal teams, ensuring contract compliance, operational continuity, and high-quality service delivery. This position also leads project and operations managers while supporting regional coordination across all TMC facilities. The Project Manager will report directly to the NYSDOT TMC Director and will be responsible for managing contract performance, operational efficiency, and stakeholder relationships.

Key Responsibilities

Contract Management and Administration

  • Provide overall leadership, management, QA/QC oversight, and administration of the TMC contract.

  • Serve as the primary liaison between the client, consultant team, and subcontractors for all contract-related matters.

  • Ensure compliance with contract requirements, scope, and performance standards.

  • Lead transition planning and implementation as defined within the contract.

Client Relationship and Stakeholder Management

  • Build and maintain strong working relationships with client representatives and stakeholders.

  • Collaborate with government agencies, emergency services, and transportation partners.

  • Provide expert guidance to clients and staff on TMC operational procedures and best practices.

  • Support the development of emergency response plans and regional traffic management strategies.

Leadership and Team Development

  • Act as a people leader, mentoring Operations Managers and operational staff.

  • Lead, supervise, and support teams of 15+ personnel across multiple TMC locations.

  • Promote professional development, accountability, and alignment with corporate policies.

Regional Coordination and Operations

  • Oversee operations across four regional TMC sites: Binghamton, Utica, Rochester, and Hornell.

  • Coordinate operational activities to ensure consistency, performance, and service reliability.

  • In the absence of an Operations Manager, assume responsibility for daily operational oversight.

Financial Management and Contract Oversight

  • Manage project scope, schedules, and budgets to ensure financial and operational performance.

  • Ensure timely monthly invoicing, collections, and KPI compliance.

  • Oversee purchase orders, subcontractor relationships, and contract deliverables.

  • Monitor regional financial performance and identify opportunities for operational improvement and account growth.

TMC Operations and Technical Expertise

  • Demonstrate strong knowledge of TMC systems, procedures, and traffic management operations.

  • Support operational decision-making through data analytics, system performance evaluation, and reporting.

  • Continuously review and update operational procedures and protocols.

Requirements:

  • Bachelor’s degree in management, transportation, or a related field and at least 2 years of project management experience in TMC operations, traffic operations, or emergency operations within sectors such as: Military, Dispatch, Transportation, Fire, Police, EMS, 911 Operation OR 6 years of full-time professional experience managing projects valued at $500,000 annually or greater in related field

  • Proven ability to manage projects from initiation through completion

  • Experience supervising and leading teams of at least 15 personnel

  • Experience writing and revising scopes of work and cost proposals

  • Extensive experience reviewing and updating operational procedures and protocols

  • Proven ability to work collaboratively with clients and stakeholders

  • Valid driver’s license (New York preferred)

  • Willingness to travel up to 50% between TMC locations (150 mile radius)

Preferred Qualifications:

  • Direct TMC project management experience (2+ years preferred)

  • Experience working with New York State government contracts or transportation agencies

  • Experience managing multi-site operations

  • Strong data analytics and systems evaluation skills

  • Excellent communication, interpersonal, and organizational skills

  • Ability to perform effectively in high-pressure, fast-paced operational environments

  • Demonstrated leadership, mentoring, and coaching abilities
