Kapsch TrafficCom – Belarusian tolling system BelToll celebrates 5 year anniversary.

Since August 2013 Kapsch has been successfully operating the national electronic toll collection system of the Republic of Belarus. Over the years BelToll has grown into one of the most successful references of public-private partnership in Belarus.

Vienna/Minsk, August 1, 2018 – In February 2012, the Republic of Belarus and Kapsch signed an investment agreement for the implementation and 20-year long operation of a nationwide electronic toll collection (ETC) system called BelToll. On 1st August 2013, Kapsch started the multilane free flow (MLFF) system on 813 kilometres of highways and roads. After five years of successful operation, the system already covers 1,614 kilometres. More than 270,000 vehicles are registered in the system creating more than 6.6 million transactions every month. All vehicles using toll roads are charged, except for passenger vehicles with a maximum laden weight that does not exceed 3.5 tonnes registered in the Eurasian Economic Union.

During five years of servicing and operating the BelToll system, the network of toll roads in Belarus has significantly expanded. When the system was established in 2013, only the M1/E30 and short sections of other major Republican M-indexed roads were included. Today the network includes an extensive list of transport corridors of major domestic and international importance. The system allows the country to efficiently monetize its transit capacity and to invest the generated profit in the modernization of the statewide transport infrastructure. BelToll is one example of successfull public-private partnership models.

The high transit potential of Belarus helps to develop the toll road system in the Republic of Belarus. Since the development and implementation of the system, Kapsch has been consistently working on the improvement and optimization of the user interface, the payment mechanisms and the data processing. The Kapsch tolling system solution implemented five years ago proved to be very effective for Belarus, providing high and accurate collection of road toll of all types of road users.

The next implementation phase includes two newly reconstructed segments of M-6/E-28 Minsk-Grodno-Polish border (Bruzgi) road and strategic P-28 Minsk-Molodechno-Naroch road section. By 2021, after expanding the system, the total length of toll roads is set to reach 1,786 kilometres.
