The so-called “shortcomings” in the offer submitted by Kapsch which are referred to in the written statement from NDS are viewed by Kapsch as not valid, neither from a legal nor from a factual point of view. Kapsch TrafficCom has already set up Austria’s and the Czech Republic’s truck toll systems and is the technical and commercial operator of the Czech system. On a global scale, the company can boast more than 140 installed toll systems in 30 countries.
“From our point of view the offer submitted by Kapsch TrafficCom was appropriate for the conditions of tender. For this reason, we are astounded by the decision made by NDS which cannot be backed up by expert opinion.
